Before I splash out and buy some kit, if someone could comment on the following, I would be grateful:
1. How close to the devices (i.e. AV receiver; DVD player; TV etc.) can the IR blaster be placed.
2. This is just a comment regarding irule, but isn't it a bit disingenuous for them to advertise their app as free on iTunes, and then ask for payment. Not really the sort of company I want to deal with, so would probably go for Roomie.
The IR Blaster can fire 30-50 feet depending upon your setup and the amount of ambient IR in the environment (from sunlight, fluorescent lights or plasma screens).
Regarding iRule, the app is free but a builder costs money, meaning that you can have multiple iPads using the same builder account. It is a different approach than Roomie, and is designed for scale, so both are great choices depending upon what you need.

The IR blaster will likely work at shorter distance, but there is a possibility of IR flooding which prevents the IR receivers of the devices you are trying to control from seeing the code properly. If this happens, change the mode of the connector from IR Blaster to IR Out, as this will lessen the power of the blaster which should prevent it from flooding the devices.
